Display Energy Certificates (DECs)
Like the Energy Performance Certificate (EPC) the Display Energy Certificate
(DEC) gives a graphical output of a buildings performance that can be compared
with similar buildings in the notional stock. However, unlike the EPC, the
DEC is an Operational Rating (OR), which gives an indicator of the actual
CO2 emissions from the building. The scale is from A to G, with
corresponding numerical indicators of 0 to >150. A building typical of
the UK stock for its type would be situated at the D to E rating boundary,
with on OR indicator of 100. A building in the A rated bracket with an OR
of 0 would have zero CO2 emissions. An OR score of 200 in the G rated bracket
would be emitting twice the typical levels of CO2
Display Energy Certificates are normally required for public buildings and
those occupied by public authorities which have a total useful area greater
than 1000m² and provide a public service to a large number of people
and are therefore frequently visited by those people (e.g. a school, hospital,
government or local authority building). The DEC shows the energy performance
of the building as recorded annually over periods up to the last three years.
DECs are required to be displayed from 1st October 2008 and must be updated
every year. Property and facilities managers who are affected by the legislation
are therefore now required to present the relevant data.
